New end mill ( ) 15/16 dia. 10 flute fast low ship

Dont know much about machine tools so if I have this wrong please email me and I will correct the listing. I think this is an end mill. It is stamped 15/16" Chicago Latrobe, H.S., W71. Even though it's a little old looking it's still dipped in wax and appears to have never been used.
