miller xmt 304 cc/cv welder mig stick tig welding

Miller XMT 304 cc/cv unit with auto link, will work on 208 - 440 volt imput power single and three phase, this is a NONE WORKING UNIT, i have opened it up found no burned componants, all wires are hooked up and nothing (componats ie: boards, fan, transformer, all is there) is missing, what i do know is that if you plug it in that it will blow the circuit breaker, this is a KJ serial numbered unit,
