This item is a JFW Industries Rotary Step Attenuator model 50R-019. It provides 0-10 dB of attenuation in 1 dB steps. The connectors are SMA female.
This attenuator has the following specs:

I tested one of these on a network analyzer and it is usable to at least 3 GHz (maybe slightly out of spec at the top of the range, but still very usable).
This attenuator is sold guaranteed against DOA.
